Estonian citizenship is eight years away at minimum, and there are two intermediate statuses on the way that are easy to confuse with each other and with the destination.
Eight years, two exams, and no dual citizenship
Naturalisation needs 8 years of residence, at least 5 of them on a permanent basis, and you must already hold long-term resident status when you apply. There is a language exam and a Constitution exam.
Before that comes long-term resident status at 5 years, which needs Estonian at B1. It is the step most people actually want.

The two middle rows are genuinely confusing, because they have similar names and different bars. The "residence permit for a permanent resident" needs 3 of the last 5 years and Estonian at A2. Long-term resident status needs 5 continuous years and B1, has no expiry, and is the one that unlocks the citizenship application.
Long-term resident status also asks for stable income, health insurance with Tervisekassa, and a residence registered in the Population Register — which is why registering your address on arrival matters more than it looks.
The Two Exams
The Constitution and Citizenship Act exam is electronic, 24 multiple-choice questions in Estonian, 45 minutes, and you need 18 correct. It is sat monthly except July in Tallinn, Tartu and Narva, and twice a year in Pärnu, Valga and Rakvere — those three only if at least five people register. Registration closes 15 days before the date, you may hold a booking for one exam at a time, the result is issued immediately, and the certificate arrives through eesti.ee. You may take in an Estonian-language copy of the Constitution, the Citizenship Act and a dictionary.
The language exam is separate, and it is at B1. It is free, runs about 2 hours plus a speaking component, and you pass at 60% of the available points. Results come within 40 days.
Only the language exam is waived by an Estonian-language education
This page said until August 2026 that "both are waived", and that was wrong. Citizenship Act § 8(5) waives the language exam for anyone who obtained a basic, secondary or higher education in Estonian, and PPA repeats it in those terms. There is no education-based and no age-based exemption from the Constitution exam — Harno's exemption list for it is medical only. Someone who did their whole schooling in Estonian still sits the 24 questions.
B1, and now sourced to the statute
We carried a KnownGap here for months saying nobody would state a CEFR level. That was true of the pages we had read and false of the Act. Citizenship Act § 8(1): "Proficiency in the Estonian language means general proficiency in basic Estonian needed in everyday life which corresponds to the proficiency level B-1." Harno's own pages, last updated 5 August 2026, say "at least B1", and its candidate information sheet treats the citizenship exam as the B1 exam. One caveat survives: the § 8 text we read is the 2017 consolidation, because Riigi Teataja would not serve the version in force from 6 July 2025 — but Harno was saying B1 three weeks ago, so nothing has moved.
Undetermined Citizenship
4.3% of Estonia's population held undetermined citizenship at 1 January 2026 — people, mostly long-term residents, who are citizens of no country at all. It is a legacy of 1991 and it is still one of the defining features of Estonian civic life.
