There are three ways to be in Estonia legally for any length of time, and they lead to very different places. One of them is not a way at all, despite being the most searched.
Three routes, and one that is not a route
A residence permit lets you live here and counts toward permanent residence. The digital nomad visa lets you stay up to a year but leads nowhere. e-Residency lets you run a company and does not let you set foot in the country.
If you are not sure which you need, the test is simple: do you want to be in Estonia, or do you want an Estonian company? They are unrelated systems.

The Numbers Behind It
Estonia is a small country running a deliberately small immigration system — the quota is fixed by statute at 0.1% of the population. What the headline hides is that it has been under-filled every year since 2023, and that a great many routes sit outside it entirely.
The quota is not the obstacle people expect
Startup founders, their employees, family members, students, academics, highly skilled ICT workers and top specialists earning at least €3,138 a month are all outside the quota. For most people reading this, the binding constraint is the salary threshold, not the cap.

Frequently Asked Questions
Which visa do I need to move to Estonia?
A temporary residence permit, on whichever ground fits — employment, study, business, startup or family. The digital nomad visa lets you stay up to a year but does not lead to permanent residence, and e-Residency is not an immigration status at all.
Can I move to Estonia with e-Residency?
No. The programme states plainly that it confers no citizenship, tax residency, physical residency or right of entry. It is a digital identity for running a company.
Is the immigration quota a problem?
Rarely. It is 1,292 people for 2026 and has been under-filled every year since 2023. Many routes are exempt from it entirely.
