There is no single best provider, and any page that names one is guessing
What there is: a cheapest provider for a given profile, a set that cannot be compared because they publish too little, and a set that simply does not offer what you need. Those are four different answers and collapsing them into a winner is how these comparisons go wrong.

Why it does not just name a winner
Readers act on a number-one slot far harder than the underlying difference usually justifies. Where two providers are within about 5% on annual cost — roughly €65 on a €1,300 bill — that gap is inside the noise of ordinary price changes, and presenting one as the answer would be manufacturing certainty we do not have. It says "either" instead.
How This Decides
Three rules, and the second is the one most comparison sites get backwards.

The failure mode this avoids
If a provider's unpublished annual-report fee were treated as €0.00, that provider would top a cheapest-first list — and the least transparent option would win by being least transparent. That is not a hypothetical: two of the four providers priced here cannot be totalled, one because it publishes no state-fee treatment anywhere and one because it publishes no annual-report fee.
Cost carries almost all the weight, deliberately. A weighted model across six factors would look more sophisticated and would mostly encode our opinions as arithmetic. Everything except price is a correction of a few percent that cannot overturn a real price difference — and you can see every factor it applied on each card.

How to Check a Provider Yourself
The dataset behind this page is four providers deep, read at source. There are dozens more, and you will find recommendations for them everywhere. Four checks separate a real provider from a good landing page.

One provider calls €290 the government fee. The government charges €265.
That is the most useful single test in the list, because it is checkable in thirty seconds and it tells you something about everything else on the page. The Centre of Registers publishes €265 for electronic registration; e-Residency's own knowledge base says the same; one provider we priced passes it through at cost and shows the arithmetic. A provider quoting a different figure for a fee the state sets is either marking it up silently or bundling something it has not named.
Common Mistakes
Trusting a 'best provider' list
The right answer changes completely with whether you want accounting bundled. A single winner is a winner for someone else's profile.
Reading the official marketplace as a comparison
It is a vetted directory with no prices. Being listed says the provider was vetted, not that it is suitable or well-priced.
Comparing headline monthly prices
One provider's monthly fee includes accounting and the annual report; another's is an address and a mailbox.
Assuming silence means included
A provider that does not mention the annual report has not absorbed it. It is compulsory, so someone is billing for it.
Choosing on the entry tier
Check whether it is capped by time or revenue. One provider's cheapest tier expires after twelve months or €4,000 of turnover.
Switching without checking the minimum term
At least one provider applies a three-month commitment, including when you switch in from someone else.

There is no single answer, and any page that gives you one is guessing on your behalf. The cheapest option changes completely depending on whether you want accounting bundled — the spread across providers is roughly two-to-one on that question alone. Does the official e-Residency marketplace compare prices?
No. marketplace.e-resident.gov.ee is a government-run directory of more than 200 vetted providers organised by service category, and it publishes no prices at all. There is no official price comparison for legal address, contact person or accounting anywhere on the state's sites, which is why this page exists.
How do I know a provider is legitimate?
The contact person role is restricted to licensed companies and notaries, so a provider offering it is regulated for that service. Beyond that, four checks tell you a lot: do they state how the €265 state fee is handled, is the annual report priced, do their own pages agree with each other, and is the entry tier a real price rather than a capped introductory one.
Why do you only compare four providers?
Because four have been read at source, on the provider's own pricing page, with the date recorded. A list of everything would be less useful than a comparison of what you would actually shortlist, and impossible to keep current at that standard. Providers are added as they are verified.
Can I change provider later?
Yes — the company is yours and the provider is a service around it. Check the minimum term before you commit: at least one provider applies a three-month commitment, including to people switching in from a competitor. Your contact person entry in the register will need updating as part of the move.
Do I need a provider at all?
Only for the contact person, and only if your company's registered address is outside Estonia — that role is restricted to licensed companies and notaries, so it cannot be done yourself.
