The question that actually decides this is not the commission. It is who files your tax return for you. Three Estonian banks and one Estonian investment firm push a pre-filled investment account report straight to the Tax Board; every foreign broker leaves you to reconstruct table 6.5 by hand from activity statements. On a portfolio that is rebalanced a few times a year, that is worth more than the fee difference.
Four providers report to the Tax Board and everyone else does not. LHV, Swedbank, SEB and Lightyear support the investment account and generate the report you send before filing โ Lightyear's goes automatically. All four are supervised in Estonia: three as credit institutions, Lightyear as an investment firm licensed here since March 2022.
Interactive Brokers, Trading 212, Revolut and XTB are cheaper on paper and are EEA firms, so an account with them is eligible in principle. None of them publishes an Estonian tax report. The bookkeeping becomes yours.

Lightyear
The only non-bank with a direct pipe to the Tax Board, and Estonian-licensed. ETFs cost nothing to trade and nothing to hold; euro-denominated stocks and bonds are โฌ1 an order; US shares 0.1% capped at $1. Currency conversion 0.35%. For a European investor buying accumulating ETFs inside an investment account, this is the cheapest thing on the list that also does your paperwork.
LHV or Swedbank
The banks, if you want everything in one place and Baltic shares. LHV: Baltic trading free up to 100 trades a month, foreign shares 0.14% with a โฌ5 minimum. Swedbank: Baltic trades and custody free at any size, foreign 0.14% with a โฌ3.90 minimum โ cut from โฌ9.90 on 1 July 2025. Both report to the Tax Board.
Interactive Brokers
The cheapest at size and the widest access, and the one that asks the most of you. US shares from $0.0035 a share with a $0.35 minimum; European orders from about โฌ1.25. No Estonian tax report of any kind. Worth it above roughly six figures or if you need instruments nobody else carries.
Trading 212, Revolut, XTB
Zero or near-zero headline commissions, and the cost lives in the currency conversion โ 0.15% at Trading 212, 0.5% at XTB, undisclosed at Revolut. Fine for small regular buying in euro. None reports to the Tax Board, and none has an Estonian entity.
The three below are the ones most people arriving in Estonia actually end up choosing between. The banks are covered in the next section, because opening a brokerage at your own bank is a different decision from opening one anywhere else.

A few details sit behind those three rather than on them. Lightyear carries about 6000 instruments, including over 4000 US shares, on personal and business accounts traded in the app or on the web, with no account maintenance fee and no reconstructing of table 6.5 by hand โ its investment account data has reached the Tax Board automatically since the 2025 tax season. It provides the US tax residency form free, which is what cuts dividend withholding to the treaty rate, and for Tallinn-listed shares the banks remain better placed.
Interactive Brokers reaches 170 market centres and 29 currencies through Trader Workstation, IBKR Desktop, mobile and the Client Portal, and opens individual and joint accounts โ the retirement and custodial ones are for US persons. Its instrument access is not matched anywhere else on this page, and its absent tax report means table 6.5 is yours to reconstruct date by date.
Trading 212 runs an Invest account and a CFD account, both with no maintenance fee, and its minimum deposit depends on the region and the account type. Card, Google Pay and Apple Pay deposits are free to โฌ2,000 in total and cost 0.7% after that; the conversion margin, not the commission, is the real price of buying anything not priced in euro.

SEB does not publish a reachable securities price list
SEB supports the investment account and provides a declaration helper, but its securities fees are not on a price list you can read before opening one โ ask SEB directly for the numbers before comparing it with the others. Separately, SEB's own third pillar tax page still shows the pre-2025 rates, so check the date on any bank page before trusting a figure on it.
The withholding line is worth more attention than it usually gets. US dividends are withheld at 30% by default and 15% under the treaty, and on a dividend-paying US portfolio that gap dwarfs any commission difference on this page. LHV offers the treaty rate but only for shares bought on the three main US exchanges. Lightyear provides the residency form free.

- Beyond the free allowance Revolut charges the greater of 0.25% or โฌ1, and XTB 0.2% with a โฌ10 minimum
- Investor compensation comes from the home scheme โ Irish, German, Lithuanian or Polish โ not the Estonian one
The investment account definition covers an EEA or OECD investment firm. The Tax Board's definition permits an account at an investment firm anywhere in the EEA or the OECD, which on its face covers all four. Neither the Tax Board nor any of the four names the other in a ruling, so keep every statement and be ready to show that the account meets the definition.

Two things about this table. Commission is the least important column for most people โ a monthly โฌ500 purchase costs โฌ0.50 in conversion at 0.1% and โฌ2.50 at 0.5%, and that difference recurs forever. And three of the eight publish no FX figure for investing at all, so the cost of every currency conversion they perform is unknowable before you make one.
Also note that Lightyear charges 0.6% on card deposits while bank transfers in and out are free, and offers crypto at 0.45% an order โ the one route on this page that puts crypto and shares inside the same declared account.

Nordnet does not operate in Estonia โ and nordnet.ee is not Nordnet
Nordnet describes itself as a pan-Nordic platform in Sweden, Norway, Denmark and Finland, with no Baltic presence. Meanwhile nordnet.ee belongs to an unrelated Estonian company called Nordnet Oร. Anyone searching for "Nordnet Estonia" lands there and draws the wrong conclusion. It happens often enough to be worth a warning.
What people get wrong
Choosing on commission alone is the first error. On a monthly euro purchase the currency conversion recurs forever and the commission usually does not, so 0.5% against 0.35% is a bigger number over twenty years than any per-trade fee here. The second is assuming a foreign broker will file for you: none of the four foreign platforms publishes an Estonian tax report, and table 6.5 becomes your own reconstruction, date by date.
The third is leaving US dividends withheld at 30% when the treaty rate is 15%. On a dividend portfolio that gap is worth more than every fee on this page combined. The fourth is thinking investor compensation follows the platform. It follows the licence: an Irish, German, Lithuanian or Polish entity means that country's scheme, not Estonia's.
Two smaller ones. Searching for Nordnet Estonia leads nowhere useful โ Nordnet does not operate here, and the .ee domain belongs to an unrelated company. And an old bank price list is a trap: two of LHV's platform price lists carry stated effective dates between 2014 and 2017, and SEB's third pillar tax page still shows pre-2025 rates. Check the date printed on any price page before you trust the number on it.

Which broker is best for Estonian residents?
It depends on what you buy. Lightyear is Estonian-licensed, trades and holds ETFs free, charges โฌ1 an order on euro-denominated stocks and bonds, and is the only non-bank that submits investment account data to the Tax Board automatically. LHV and Swedbank suit anyone wanting Baltic shares and a bank in one place โ Swedbank trades Baltic shares free at any size, LHV free up to 100 trades a month. Interactive Brokers is cheapest at scale but produces no Estonian tax report.
Do foreign brokers work with an Estonian investment account?
In principle yes. The Tax Board's definition covers an account held at a credit institution, payment institution, e-money institution or investment firm anywhere in the EEA or the OECD, which covers Interactive Brokers, Trading 212, Revolut and XTB. But none of them publishes an Estonian tax report, so you reconstruct table 6.5 yourself from activity statements, and no Tax Board page names any of them. Treat the eligibility as a reading of the definition rather than a ruling, and keep your statements.
How much do Estonian brokers charge?
LHV trades Baltic shares free up to 100 a month and foreign shares at 0.13999999999999999% with a โฌ5 minimum. Swedbank trades Baltic shares free with free custody at any size, and foreign shares at 0.13999999999999999% with a โฌ3.90 minimum, cut from โฌ9.90 on 1 July 2025. Lightyear charges nothing on ETFs, โฌ1 an order on euro-denominated instruments, and 0.1% on US shares capped at $1, with 0.35000000000000003% currency conversion. SEB publishes no reachable securities price list.
Is Lightyear an Estonian company?
Yes. Lightyear Europe AS holds an Estonian investment firm operating licence granted by Finantsinspektsioon on 4 March 2022, covering reception, transmission and execution of securities orders plus safekeeping and linked currency exchange, and extended on 4 March 2024 to investment advice, dealing on own account and lending to investors. It appears in the Estonian investment firms register, and it is the only non-bank on this page that submits investment account data directly to the Tax Board.
How do I stop US dividends being withheld at the full rate?
File the US tax residency form, and check that your broker actually applies the treaty. US dividends are withheld at 30% by default and 15% under the treaty, and on a dividend-paying US portfolio that gap dwarfs every commission difference on this page combined. Lightyear provides the residency form free. LHV applies the 15% treaty rate, but only for shares bought on the three main US exchanges โ NYSE, NASDAQ and AMEX. Swedbank describes preferential Nordic rates without publishing the figures, and SEB publishes nothing on it.
Which costs more in the end, the commission or the currency conversion?
For most people, the conversion โ because it recurs on every purchase and the commission often does not. A โฌ500 monthly buy costs โฌ0.50 in conversion at 0.1% and โฌ2.50 at 0.5%, and that difference repeats for as long as you keep investing. The published margins are 0.35% at Lightyear, 0.15% at Trading 212 and 0.5% at XTB. Revolut, LHV, Swedbank and SEB do not publish an FX figure for investing at all. Buying euro-denominated instruments avoids the question entirely.
What protects my money if the broker fails?
Investor compensation follows the licence, not the platform or where you live. LHV, Swedbank and SEB are supervised in Estonia as credit institutions and Lightyear Europe AS as an Estonian investment firm, so the Estonian scheme is the one in play. The foreign platforms contract you with a foreign entity: Interactive Brokers through IBKR Ireland under the Central Bank of Ireland, Trading 212 through Trading 212 EU GmbH under BaFin, Revolut through Revolut Securities Europe UAB under the Bank of Lithuania, and XTB through XTB S.A. under the Polish supervisor. That means the Irish, German, Lithuanian or Polish scheme rather than Estonia's. One caveat: Estonia's register of cross-border investment services providers cannot be searched reliably, so it yields no entry either way for the four foreign firms.
I already invest through a broker abroad. Does becoming an Estonian tax resident mean moving the account?
Not on the face of the rules. An investment account may sit at a credit institution, payment institution, e-money institution or investment firm anywhere in the EEA or the OECD โ a widening that took effect retroactively from 1 January 2024, and the reason a foreign broker can host one at all. What changes is not where the account lives but who does the bookkeeping: none of Interactive Brokers, Trading 212, Revolut or XTB publishes an Estonian tax report, so table 6.5 becomes yours to reconstruct date by date from activity statements, and the compensation scheme stays the one attached to that firm's licence rather than Estonia's. Two things are worth settling before anything else. Only an Estonian tax resident may use an investment account at all, and ceasing to be resident later closes it and crystallises the whole deferred liability here. And the account only becomes an investment account when you declare it โ see the next answer.
Does opening a securities account at one of the Estonian banks create an investment account?
No, and this is the commonest misreading of the whole system. What makes an account an investment account is the declaration you make in table 6.5 part I of your return โ the account number, the institution, the opening date. Swedbank and SEB sell a product under that name; the product is a convenience and the declaration is the law. What the four Estonian providers give you is the report that fills the table: LHV and Swedbank generate it in the internet bank and you send it before you submit the return, SEB offers a declaration helper at filing time, and Lightyear's reaches the Tax Board by itself. One consequence people miss โ once you have used an investment account, filing a return stops being optional and becomes compulsory, including in a year when you did nothing, which the form handles with a checkbox.
Can any of these hold crypto inside an investment account?
Lightyear is the only provider priced on this page for crypto, at 0.45% an order, and the only route here that puts crypto and shares inside the same declared account. But whether crypto qualifies at all turns on the provider rather than the coin. Crypto bought through a MiCA-authorised crypto-asset service provider has been a financial asset since 1 January 2025: it can sit inside an investment account, and losses offset gains and carry forward. Crypto acquired anywhere else is ordinary property โ it cannot go in, only profitable disposals are declared, and losses there cannot be taken into account at all. So check the provider's authorisation in the European or Estonian register rather than assuming. Note also that the Tax Board's own site still hosts a February 2022 news article saying crypto may not be bought through an investment account; the current guidance is what applies.
