Estonia is not an insurance-heavy country. One policy is compulsory, the state covers health through your employer's social tax, and the supplementary market is small and mostly bought by employers. That makes this short โ€” and it makes the two or three genuine decisions easier to see.

Only motor insurance is compulsory, and everything else is a decision. Liikluskindlustus is required by law for every registered vehicle. No other insurance is one Estonian law compels a private individual to hold โ€” the other statutory duties fall on businesses and professions.

Home insurance is required by your mortgage contract, not by law. Health cover comes from social tax. Travel insurance is an immigration requirement before your Estonian cover starts, not an ongoing one.

Motor. The policy attaches to the registered vehicle, so it covers whoever is lawfully driving it. Motor Insurance Act ยง 7 fixes the limits at โ‚ฌ6,450,000 for death or injury and โ‚ฌ1,300,000 for property damage per event, and you cannot buy less. The Motor Insurance Fund runs a free official comparison across 10 insurers and counts 5 years of claims history; there is no bonus-malus system, so no class carries over from your old country. Let cover lapse for 12 months and the Fund insures the vehicle itself and bills you, on cover carrying a โ‚ฌ640.00 excess.

Home. A standard policy covers fire, explosion and lightning, storm, hail and flooding, and vandalism, burglary and robbery; all-risk variants exist with the exclusions listed rather than implied, and the Insurance Association publishes an average apartment premium of under โ‚ฌ10 a month. It is required by the loan contract, never by law. What is excluded matters more than the sum insured: gradual deterioration, mould, corrosion, construction defects, terrorism and pet damage are typically out, and sub-limits bite long before the sum insured does โ€” โ‚ฌ4,500 for jewellery and โ‚ฌ1,000 per event for electronics. Loan terms may restrict which insurers count, so the cheapest quote is not always an eligible one. Water, not fire, is what actually gets claimed: โ‚ฌ21 million of pipe-leak claims in 2025 across over 7,000 incidents, an average claim of about โ‚ฌ3,000, and more than 20 water claims a day.

Health. The employer pays, through the 33% social tax, and cover starts 14 days after your employment is entered in the employment register rather than from your first day โ€” which is the gap travel cover exists to bridge. It runs on for 2 months after the end of employment is entered, and a voluntary contract with the Health Insurance Fund covers anyone with no other basis at โ‚ฌ272.00 a month. Being covered is not the same as paying nothing: the specialist visit fee has a โ‚ฌ20.00 ceiling, and adult dental is โ‚ฌ60.00 a year with a 50% co-payment. The supplementary market is bought by employers rather than individuals โ€” the tax-free ceiling for health promotion is โ‚ฌ400.00 a year โ€” so ask your employer before shopping retail.

Travel. The โ‚ฌ30,000 figure is published and checkable, it applies to a Schengen visa rather than to a residence permit, and the medical cover has to be valid across all 29 Schengen states. A residence permit requires a contract under Aliens Act ยง 120 but sets no minimum sum. The foreign ministry also says how long to buy for: only the period until Estonian health insurance starts, which for an employee is the 14-day gap โ€” buying twelve months of it is the standard mistake.

Motor insurance is the one policy Estonian statute compels an individual to hold. Every other compulsory insurance duty in Estonian law falls on businesses and professions โ€” healthcare providers, insurance brokers.

Non-life market share runs Swedbank 19%, If 18%, PZU 15%, ERGO 13%, Seesam 11%; life is more concentrated, with Swedbank at 44% and SEB at 28%.

Two official market figures do not match, and it is worth knowing why. The Insurance Association reports โ‚ฌ681 million in total premiums for 2025; the financial supervisor's yearbook reports โ‚ฌ861 million non-life alone. Neither is wrong: the association measures the Estonian market, while the supervisor measures Estonian-licensed insurers' whole business, including their Latvian and Lithuanian operations. If you see the two quoted against each other as a discrepancy, that is the explanation. A related trap when comparing their market-share tables: the supervisor uses legal entity names and the association uses brands, so the same insurer can appear under two different names.

Water, not fire, is what actually happens

Pipe-leak claims came to โ‚ฌ21 million in 2025, and the Insurance Association reports that such damage has quadrupled over a decade. Fire is the dramatic one โ€” over 400 fires in insured homes, โ‚ฌ8 million, averaging about โ‚ฌ20,000 a claim โ€” but leaks are the common one, and in an apartment block they are also the ones that make you liable to a neighbour.

The financial supervisor cannot help with your claim

This surprises people, so it is worth stating flatly: Finantsinspektsioon has no power to resolve individual complaints and cannot award you compensation or rule on whether a firm treated you lawfully. What it does is use complaints as supervisory intelligence and put questions to the firm. It has itself argued publicly that a financial ombudsman would help with insurance disputes. The conciliation body is the free route that actually decides things.

Common mistakes

Home insurance is not compulsory, and assuming it is comes first. Your mortgage contract may require it โ€” and may also restrict which insurers qualify, which is worth reading before you shop on price. Buying private health insurance as an individual is the next: the Estonian market is employer-bought and shaped by a โ‚ฌ400.00 per-employee tax-free ceiling, so ask your employer before you buy retail. And jewellery does not sit safely under a standard home policy โ€” the association's published sub-limit is โ‚ฌ4,500 for jewellery and โ‚ฌ1,000 per event for electronics, and above that you need it specified.

Three more are about what happens when something goes wrong or nothing happens at all. Taking a claim dispute to the regulator gets you nowhere, because it cannot resolve one; the conciliation body can, and it is free. Letting motor cover lapse on a car you are not using is worse than it sounds: after 12 months the Motor Insurance Fund insures it for you and bills you. And buying a year of travel insurance for a job starting next week wastes most of the premium โ€” the foreign ministry says to cover only the period until Estonian health insurance starts.

What happens if compulsory motor cover on a car lapses?

The obligation does not pause because the car is not being driven. Once 12 calendar months have passed since the last policy expired, the Motor Insurance Fund insures the registered vehicle itself under ยง 60 of the Motor Insurance Act and issues payment notices โ€” the first covering 30 days, each one after that 90 days. Paying a notice does not create a policy. Causing an accident while on that automatic cover carries a โ‚ฌ640.00 excess under ยง 64(1). A written objection goes to the Fund within 30 days, and the Fund normally decides within 10.

Does a foreign no-claims record count in Estonia?

There is no class to transfer, because Estonia has no bonus-malus system โ€” but the law protects the record itself. ยง 13ยน(1) of the Motor Insurance Act says an insurer may not treat you unequally because your claims statement came from another EEA state, and ยง 13ยน(2) requires every insurer to publish how it takes previous claims into account.
